You need a solution only when you have a problem. Line numbering is numbering all your lines; what's the problem, please?

o The purpose of line numbering is normally to be able to refer to specific lines in a document. Any title occupies a line (or perhaps multiple lines) and may need to be referred to like any other. So you would surely normally want it to be included in line numbering?

o You talk of "one line space" between the title and the remainder of the text. Are you using a typewriter?! The way to achieve extra spacing between items in a word processor document is to apply spacing before or after paragraphs in the paragraph formatting or paragraph style formatting. Think of vertical distance rather than "lines". If you choose instead to insert an empty line - using line breaks - or (more likely what you have done) to insert an empty paragraph, you are choosing to insert an extra line and you would expect it to be numbered.

o If you insist on having empty lines, you can except them from numbering by removing the tick from Count | Blank lines in the Line Numbering dialogue.

o If you need some paragraphs - for example, your title - not to be included in the numbering, you can arrange this by removing the tick from "Include this paragraph in line numbering" on the Outline & Numbering tab in Paragraph formatting. You can do this piecemeal in local paragraph formatting or in paragraph style formatting. The styles route is always better, of course.
