In my book, it is called a bug.
The philosophy was explained and I read how non-removable extensions 
should now be installed or removed, but the procedure doesn't work under 
Windows 7. For instance, I am able to open the installer and modify my 
installation to remove the Vietnamese dictionary; however I cannot 
modify my installation to remove the PDF Import and Persenter Console. 
And there is no way I can remove the "Dictionnaire français moderne" to 
replace it with the traditional one that I prefer (irregardless of one's 
preference, it is a mistake to mix in the same document traditional 
spelling like "aiguë" with the newer one like "aigüe"; it's one OR the 
other, so the selected dictionary has to signal one of them as a typo). 
And what's worst: if I try to remove one of those locked extensions, 
LibreOffice quits abruptly.

So what is the solution?
- Either go back to the previous situation, where those extensions were 
removeable from within Office. Locked extensions required someone with 
administrative privileges and removing them required a restart ; others 
did not.
- Or don't call them extensions, but simply modules that are installed 
within the program. Reserve the Extension window for true extensions 
that are installed locally by the user. In that case, I would have only 
one extension (rgb), not 36, and the Extensions window would again be 
useable.
