I want the When column to be the X axis arranged from oldest on the left and newest on the right 
and the Sugar numbers to be the Y axis.  I can not seem to get an X axis.  The When column seems 
to want to be the Y axis and be displayed on the vertical and horizontal axis.

I can't see your file (no Google account and I do not want open one) but
I guess you have chosen chart type "Line" instead of "XY (scatter)".
