I wanted to confirm this before downloading and installing LibreOffice.

File>>Open scroll down until you see pdf. Select pdf and then the file. It may take a few seconds to open. My experience is that is opens in Draw only. After you edit, use File>>Export as PDF.

I would save the file as an odg also in case there are any problems/
