To get the multiple language menu, you have to put in

and

{{Menu.Development}}
for the development menu.

I have done it for you now.

and it should be under http://wiki.documentfoundation.org/Development/

Is it really necessary to move it, then you should click on the arrow right to the star and click on "verschieben" (move). Then you can move the page easily.
But I don't think that it is necessary.
I haven't done it yet.
