indeed, OSUOSL, as they are abbreviated, is the provider for these services. I don't know the legal details (which entity actually contracted them), but I know that at least in parts also community funding has been used to have the sites hosted there -- for example, in 2009, when Christian and I have been budget authorizers for the OOo infrastructure budget, we unanimously have supported this.
