I am not happy with a solution excluding providers of Freeware / Public domain. It's not our strategy to contribute freeware, but if a contributer wants to share his creation without licensing, but as Public Domian, we should not affront him.

Something completely different:
May be we should have a hint in the upload instructions that "mirroring" of Templates from other sites is unwanted? In the OOo repository for example there are lots of EXCEL tempalated simply taken from an EXCEL templates page (legal, thy are Public Domain) and saved as .ods. We should not host such templates, but have a hint somewhere in the Extensions Category in the Wiki: You can also try on your own risk ...
