Hi.   Yes, I can confirm.

I have LO  7.3.0.3  on ubuntu 20.04.   When I press  F1,  it opens a browser  with address:
file:///tmp/lu18302293odos5.tmp/NewHelp0.html
and says  'file not found'.

This is a totally wron path. Have a look for your LibreOffice program installation.
here is a part of the link, which has been shown in my browser
file:///…opt/libreoffice7.3/help/de/text/shared/guide/startcenter.html?

The help for Germany ("de") is installed.

This is an installation with original packages from LO on a rpm-Linux-System (OpenSUSE). So it might be different to your Ubuntu-installation.
