Question 1: Is there any way to create one's own list that can be
added to the existing 21* choices?

Yes - you may modify source code and compile LO yourself.
If you don't want to do it, then answer is "no".

Question 2: Since there are already four Bulgarian, four Russian, and
four Serbian numbering options, how easy would it be to add two more
Greek options to the existing two?

I believe it should be rather easy.
Take a look at:
https://bugs.freedesktop.org/show_bug.cgi?id=35218
There is patch that added current Greek settings. You may modify it and send
to LO bugzilla as feature enhancement.

You may try talking with Pantelis Koukousoulas, who introduced Greek numbering
scheme (you will find his e-mail address in linked bug report). If you are
lucky, he will help you to get that change into LO.
I am not sure how LO devs will qualify it - there is policy that so-called
dot-releases gets only bugfixes. If they qualify your proposal as new feature,
you will have to wait for 3.7 to see it (scheduled for February 2013).
