Another method is contributions to Software in the Public Interest
(SPI) that are marked for use by The Document Foundation. This seems
more likely to qualify, but should be confirmed. The LibreOffice
website lists SPI as a channel for contributions. The Document
Foundation website does not list SPI, and it should be added there.

Alright - I'm not a lawyer..

In the case of SPI you are donating money directly to SPI and this then
for US citizens makes the donation tax deductible. When you donate you
may request that the specific monies be earmarked for TDF (LibreOffice),
this does not in any way change the tax status.

Also, you should note the following from the SPI website:
"If you require a letter from SPI documenting your donation for tax
purposes, please note this fact in a letter enclosed with your check or
money order, and include a self-addressed, stamped envelope. Please
allow 3-4 weeks for paper mail acknowledgement. Note that this period is
above and beyond delivery time for your donation, and for return mail
delivery time via postal services. SPI accepts no responsibility for
failure of postal services to deliver your tax information. You may wish
to request email acknowledgement in conjunction with tax information
letters (see above)."
