Do you have any list of software that you would include for a DVD of free software that a government, business, or non-profit organization, could use that could be added to a hand out disk set?
This is one of those "beguilingly simple" questions. Or, to put it another way, a Pandora's box. <grin> It really depends on what the organization would need. Desktop-bound or server-based? Productivity, utility or communication? Anyway, take a look at:

Wikipedia's <https://secure.wikimedia.org/wikipedia/en/wiki/Portal:Free_software/Categories> Free Software Portal has an exhaustive list. "Free," in this context is F/OSS, btw.

OSALT <http://www.osalt.com/>: their "mission is to provide easy access to high quality open source alternatives to well-known commercial products." Generally current & useful.

OSSwin <http://osswin.sourceforge.net/>: a dated project with (mostly) valid links leading to (mostly) current apps

Tripwire's List <http://www.tripwiremagazine.com/2010/03/20-most-popular-open-source-software-ever-2.html>: a random, pretty solid pick from some random guy.

Apart from that, the sin qua non is still SourceForge <http://sourceforge.net/>.

If you want help refining a package, let me know.
