I've posted a Wiki proposal here:
http://wiki.documentfoundation.org/Design/Whiteboards/Minimal_Navigator

One of the things I love about LibreOffice is its Navigator feature. But
it's got a very steep learning curve, and can also be very confusing for a
lay person. Even for experts, the extra borders and toolbars toke too much
space and leave little for the actual content.

Being a fan of minimalism, I thought I'd give a hand at trying to
"condense" the Navigation toolbar -- interface only -- without much change
in the actual features or power.

Here's my design: http://i.imgur.com/IBbpX.png

What do you think?
