The last LibreOffice 7.4 release has already included both of them, so the problem is not the missing translation:
So the daily build already uses Lower Sorbian and the last version of Upper Sorbian, and the next 7.4 bug fix release will do that.
Yes, I tested yesterday's Daily and both problems were fixed there. In today's LO 7.4.3 they are not fixed yet.
