That's a security feature on recent versions of Windows (since Vista). 
Even if you have an "administrator" type account, most programs run with 
restricted permissions. That limits the damage which can be caused, for 
example, by a malicious web page exploiting a bug in your browser, or if 
you accidentally open an infected email attachment. When a program needs 
administrator permissions, it has to ask you to give it that permission 
(it is asking for your permission - not saying you don't have permission).

Yep, it's best to leave the permissions and User Account Control (UAC) 
settings alone.

Where are you seeing that information, and what "special permissions" 
does your account have?

Are there any error messages? They might help identify what the problem is.

When a program needs administrator permissions, you should get a prompt 
asking you allow it. If you have an "administrator" type account, you 
should only need to click a yes/no option; a restricted user account 
would require the username and password for an administrator account to 
be entered. Are you getting that prompt?

If you don't get that, try right-clicking the installer and selecting 
"run as administrator". That should then force a prompt for 
administrator permissions. If even that doesn't work, it may be 
something you've changed in the file permissions or UAC settings. Unless 
you know what you changed and how to change it back, another reinstall 
of Windows may be the quickest fix.
