I don't use windows routinely now - but I did (and still do) use perl an awful lot to make up for the system's own scripting deficiencies. It wouldn't be hard to write one that takes a directory as argument, looks up all the relevant files therein, and runs an appropriate soffice command to open them. It could even be portable, with care :-)

(No doubt python would be preferred these days.)
