LibreOffice uses hunspell for the spellchecking, so you find all
documentation on hunspell's project site:

dic files contains the pattern/stems with the corresponding
affix-transformation rules that can applied to it.
aff filles then states what those rules are.

While there are tools that can make you help create automatic affix
rules, I think esp. when you're starting from scratch creating the
affix files manually might be better solution, as you can take grammar
into account, and not just coincidence that might screw up additional
entries...
