I don't understand your purpose with the second part. There is special
information on your E-Mail.

I thought on this list there was a discussion about mailing list. And
one result of this discussion was the text I mentioned and you refered 
to and this point was realized. I should have marked that text as
example, sorry.

Now I asked about the other proposal, to give this information to
potentially subscribers before they subscribe or send a message to the
lists, how this is/should be/could be established.
