条件を付け足すべきであれば、そう言っていただければと思います。別に絶対
的なものではありませんし、私が間違っていることなんて普通にあります。

1.
他に、本来の文字集合の意味で使われているメッセージがあったりして、
文字集合とエンコーディングを区別する必要があるとかであれば、
一律「文字コード」に統一はすべきでない。

これは仰るとおりですね。

2.
おそらく同じものを指しているもので原文が encoding なメッセージがあり
「エンコーディング」と訳されています。
これらも統一をはかったほうがよいかと
(いまの誤訳を早急になんとかすべきということなら、これはこれで別に議論するということでかまいません)
別に考えましょう。

というわけで、今回は統一を考えず、これだけを
「文字コード」
「(文字)エンコーディング」
「文字集合」
のどれがいいかということにしましょうか。
「文字エンコーディング」か「エンコーディング」かは実際に翻訳を適用し
てから考えましょう。前者だと長すぎる可能性があるので。
#なんか私も「(文字)エンコーディング」がいい気がしてきました。

ちなみにChromium(たぶんChromeも)は「エンコード」で、Firefoxは「文
字エンコーディング」でした。
