The fact that I have found a partial solution to the problem.
By default,LO Writer font is Times New Roman. In LO Impress default
is Arial. If you copy from LO Writer, install it the font Arial,
the problem arises from time to timewith the coding!

I'm glad that you have everything working properly. But for me the problem
is urgent. Isent a letter to https: / / bugs.freedesktop.org / and wait for
assistance.
This problem not only for me. I have to work on 25 computers and each has the
problem. And my friend from another city (Novosibirsk) are having this same
problem.
Change the font in the LO Writer, helps over time.
Waiting for new proposals.

I've tried on another PC-WinXP-LibO:
- LibO: BG locale - allways OK!
- LibO: RU locale, WinXP:
  ControlPanel > RegionalAndLanguageOptions > RegionalOptions > Customize:RU
- cyrillic text from Writer(Ctr-C) into Impress(Ctr-V):
  Arial, CurierNew:       allways OK!
  Tahoma, TimesNewRoman:  allways NOT OK!
- cyrillic text from Writer(Ctr-C) into Impress(Ctr-Shift-V):
  as LO33 text document   Arial, CurierNew only!
  as RTF                  Arial, CurierNew - OK! Tahoma, TimesNewRoman - NOT OK!
  as HTML                 OK! all in Arial, changable to TimesNewRoman etc.
  as unformatted text     OK! all in Arial, changable to TimesNewRoman etc.

Думаю, что причина на уровне ОС, а не LibO. Вы же написали, что под
Ubuntu работает.
Может быть, попробовать другой руссификатор для Windows?

IMO, it's something on OS level. You've written that under Ubuntu it works.
You might want to try another cyrillic converter for Windows?
