I fear you are right with this. This is my perception too. The same
seems to be in the discussion on  maillist vs. forum,  someone in the
clique of SC tells: no, not with me and it isn't done.

I hope the SC can clarify this point and correct me.

Karl-Heinz, the way our community  -any community in Free Software-
works is that through processes. There are ideas, there are
contributions there are teams and then there are decisions to be taken. 

At the moment the SC takes a lot of decision, as we're still in a
transitory phase. But as recently as last week, for instance, we
nominated a website team. This website team will be in charge to manage
the website. Of course it will work under the supervision of the SC,
but fundamentally it's all about contribution and processes. 


Else we would have left OOo because of a "dictatorial" behavior of
Oracle, to get that behavior from the SC.
(Out of the frying pan into the fire?)

I don't see it that way. It's perhaps misleading to call a dictatorial
behavior anything that does not suit your vision. Besides, Free and
Open Source Software is not exactly democratic. I can't really seem to
understand this notion that Free Software  = I do whatever I want. That
only applies to code, and yet, with limits.  Coming back to the SC, as
you may know contributors will soon (in several months) be able to
elect its members, so it's not exactly dictatorial either. 

Simply, we have a website a team. It seems some people are not happy
with that so they will complain about anything that does not fit what
they would have hoped. It is unavoidable, but it is equally useless to
try to pressure contributors (and the SC) into decisions that are
opposite to what's already been decided.

Meanwhile, you will be be pleased to know the code contributions,
localizations and QA, (not mentioning design) and other areas are
bristling with activities and productivity. In 3 months or so, we have
won 92 new developers (non-localizers). It seems these people don't
feel they're part of a cult... If we had gained the tenth of this number
of one year inside OOo we would have been dancing around firecamps.
