     This information should be available in either Getting Started with
Impress or Impress Guide. It involves modifying the master slide.

1) View > Master > Slide Master  (The Master View 
toolbar opens.)
2) The icon on the left (New Master) to create a new Master slide.
3) Click the new Master slide.
4) Right click the slide.
5) Slide > Set Background Picture for Slide
6) Browse to the picture you want to use and click Open.
7) Click Close Master View in the Master View toolbar.

See if this works.
