こちらはDebian8.1上でLibre Office 4.3.3.2です。
原稿用紙縦書き横書きとも20字×20行で問題なく表示できています。
環境が違いますが参考までに。お力になれずすみません。
(1) Format > Page...から開くウインドウでPageタブを選び、
Page FormatのOrientationをLandscape、Text DirectionをRight-to-left
(vertical)
に設定すると、Text GridタブのGridでGrid (lines and characters)を選び、
Snap to charactersのチェックボックスをチェックした時、
文章を表示すると、文字がマスを無視して配置されます。
メニューが英語なのですか。こちらは日本語です。
