You fail to understand what people try to explain to you.
1. VC++ 2008 x86 9.0.30729.6161 does not exist as a redistributable
package, so we need to distribute what is available, VC++ 2008 x86
9.0.30729.4148 that is.
2. If you have both 9.0.30729.6161 and 9.0.30729.4148 installed, then
programs will use the newer version.
3. Security bug was in MFC which LibreOffice does not use.

So in my eyes this is very minor issue, but if anybody wants to improve,
good patches are welcome.

Currently we install start the VC++ 2008 redistributable 9.0.30729.4148
installer, if it is not installed and skip the installation, if it is
installed. It not as bullet-proof as it could be, because some
applications start the vcredist installer regardless what is installed
on the system. The rational is that it is better to always (re)install
these files, because previous installation can be broken, and the
application will not run without them.
