uploading.  I have set my desktop's P2P upload bandwidth very small so

That's correct, but only for the initial seed. The time goes down as the
number of seeders (and bandwidth) increases. See the next reply.

My upload bandwidth [set by RoadRunner cable modem access service] is
set for the maximum of 120 KB/s  At that rate, it takes over 7 hours to
upload a full DVD ISO file.  So whoever will be willing to have their
computer used for the initial P2P transfers, need to have a much better
upload bandwidth rating.

I'm wondering if the best way would be to use snail mail for the initial
ISO seeders.

For some people, they will not "touch" P2P versions of anything. 

I can't control other people's views of P2P. If they're that naive, I
cannot expect they will be able to download and burn an ISO image.

So we
need someone to be a central host for the ISO file.

We don't /need/ a central host. We /need/ a way to distribute the ISO.
P2P already includes internet connection costs, and leverages the power
of multiple hosts. A central host does not leverage the power of
multiple hosts and incurs costs over and above those already incurred by
an internet user.

During SCaLE, I had this discussion with Rackspace, a top-tier file
hosting company, Their suggestion was P2P.

 Also, downloading
from a central host could be faster than P2P to many users.

Maybe. The true download costs depend, in part, on the number of seeders.

P2P distribution, and someone
"selling" the pre-burned media.  As many distribution options we have,
more ways we can get it into the hands of people.

 We can see want can be done to give
out our N.A. disc at other English speaking events in the US and Canada.

Agreed. I will be at an event in the first week of April.
