I have been trying to see how to adapt the LibreOffice packages to the method in which we have been distributing localized versions of Windows OpenOffice in the past in Cambodia.
We used to have an executable installer that installed everything in Khmer and could be run in silent mode, without any user interaction. This was integrated in an overall distribution package for Windows FOSS software that made distribution very simple, for us and for the users.
With the LibreOffice packages that it is possible to get now from the download, it is necessary to install at least two different packages, and installation cannot be done silently because the installation cannot be done using the typical installation. During installation it is necessary to get into custom installation, select the language pack that we want installed and include it.
Any specific instructions that need to be followed during installation are always a barrier to deployment. We can no longer just send a CD to schools, we need to send CDs and instructions to be followed on an installer in English (a foreign language).
I would it be possible to have single language complete installers for stable releases?
