Hmmm, how does Your answer relate to my question?

I found out that the blacklist IP setting only works when you
unregistered users edit pages. However, this is disabled in our wiki.

The following should be effective at the moment:

- Unregistered users cannot edit pages

- Registration involves solving a mathematical question (Captcha); if
needed, it can be enhanced to be a "read the above two words" captcha
(recaptcha)

- Registration also involves confirming e-mail accounts

- Some words and HTML techniques are blacklisted, and editing IPs are
scanned on blacklists

I hope this helps in reducing the spam. Please let me know about the
results, so we can see where there is room for improvement. :)
