Without having looked at the source to confirm, my first guess is that
it is due to our keyIDs.
At least for determining what strings are the same for
translation-propagation, weblate text the context of the string into
account, so for LibreOffice whenever a string is changed, the new
string will have a different context than the previous string, since
the keyID changes along with it.

Good catch, I guess tweaking weblate to work better with our workflow
in that regard will be quite helpful.
