That would be
=SUMIF(OFFSET($Checks.$M$1 ; $B$110-1 ; 0 ; $C$110-$B$110 ; 1))
That is from M1 b110-1 cells down, 0 to the right, resized to the diff between c110 and b110 and 1 column width.
