A suggested contradiction between quality and new functions is an 
artificial (which has been explained over and again ;-) and has been the 
case ever since OpenOffice.org 1.0.1, and will be the case too in other 
projects based on the old OpenOffice.org code, once things start to 
happen there..)

Apart from that: people concerned in improving quality, for which there 
always is place, make sure they contribute to QA and e.g. use the QA 
mailing list.
One of the most important items is helping that problems that are found/ 
reported, are clearly visible in true context, so that nasty regressions 
are marked and recognised as such, thus that developers can jump on them 
asap :-)
