I note that the English langpack and helppack are separate - are these
not included in the primary tar-gz and required to be installed
separately?  I haven't done so yet and am wondering if this might be
contributing to some of my oddities with LO....

It appears to me that there is one install package per platform, then you get to pick and choose the language you want to use for you own package. That could be much easier than trying to make up to 7 platforms for each language needed/wanted. If you first creates 7 generic platforms and use the language packs like you would a add on, then all you have to do is make language packs and not worry about re-compiling the full package for each platform when someone come up with a new language for LibreOffice to be used with.

I could be very wrong, but it seems easier to separate the language from the packages and then "include" the needed ones at the install time.

Also, would you need to change a language pack every time you update the package? Hopefully not.
