link to a specific version and language, and have the operating system
autodetect.

You could then set your static page with two versions in front of it.

Probably but I need to test. So please do not remove the old download
script until we reach a satisfying state for the new download page.


Side note: I do not understand why we have a download page with only the
higher numbered version (currently 4.0.4) when we develop 2 code lines
in parallel. I think the user should have a clear and not restricted
choice between both versions when she arrives on the download page.

I don't know how in the end we came up with the current style of the
download page - it's been quite a while since that is in place. :) But I
hope the above solution works for you.
