File a bug report, giving the detailed explanation you have put here,
mark it as a regression in the keyword field of the bug report, and put
Cedric Bosdonnat on CC (in the "add/edit user" list). The reason why
there is a performance hit may be linked to caching of the template list
that the new template manager dialog performs when accessing a drive and
if that is on a network, it might explain the slowness. Possibly, the
old template manager had code that performed better under similar
circumstances.
