I can't think of anything in LibreOffice's settings, but then I don't even have Word installed so probably wouldn't have noticed if there was a problem. It may be worth trying a newer version of LibreOffice. The latest "still" version (less features but possibly more stable) is 4.4.6.

Can you post the exact wording of the message? You originally mentioned that it says another user created the file, but I'm wondering if it's actually saying another user has the file open? "Another user" may be your user account, but a different application / process.

Are you saving the file to the computer's internal disk, a USB disk, or to a network drive? That can affect how files are locked, and what else might briefly lock it. Try saving it to the internal disk if that's not what you're already doing, and see if you can open it with Word. I'm not suggesting that as a permanent solution - just something to try to help work out what may be locking it.

If you're opening the file in Word immediately after creating it, it may be that something running in the background is scanning it - virus scanner, Windows search indexing, etc. Can it be opened for editing in Word if you wait a few minutes?

Try closing any Windows Explorer windows which may be showing a preview of the file (either in place of the icon, or in a separate panel in the Explorer window); ideally close all Explorer windows just to test this theory. Then start Word, and use Word's File > Open menu to open the file. If that allows you to open it for editing, it sounds like Windows Explorer and/or the plugin for generating the preview locking the file. If you get previews of .doc files, I think it's probably a Word plugin for Explorer generating them; I only have LibreOffice installed (no Word) and see previews of OpenDocument files but not .doc files.

I'm not sure if it was LibreOffice or Word or something else, but I vaguely recall having trouble with something in the past with the preview in Windows Explorer locked the file. Basically on clicking on the file, an Explorer plugin to handle that file opens it to generate the preview, but in this case it was holding the file open too long or locking it or something, with the effect that when I double-clicked on the file to open it, the application saw it as being locked for editing.
