Yes, it is zh-hans is simplified form, zh-hant is traditional form.

OK, that is just the list of available mailinglists in chinese
language, it is not a list of mailinglists with zh-hans (chinese
simplified) as content language.

Yes, but the heading over the bn-section reads:
孟加拉语
Which is "Bengali" written in chinese.

See above. it is a listing of all mailinglists that exist for the
various language projects, it is not a listing of all lists that
"belong" to the Chinese project.
