Hi :)
I found something in the Help file! (for once! (the Help files in LibreOffice are not usually very
helpful at the moment))
"
Users with administrator or root privileges will see a dialogue box in which they can choose to
install extensions "for all users" or "only for me". Normal users without those privileges can
install, remove, or modify extensions only for their own use.
1.  A user with root or administrator privileges can install an extension as a shared extension
that is available to all users. After selecting an extension, a dialogue box opens and asks whether
to install for the current user or all users.
2.  A user without root privileges can only install an extension for their own use. This is called
a user extension.
"

Usually the official documentation is far better than the help guides.  The chapters usually appear
on this wiki-page first
http://wiki.documentfoundation.org/Documentation/Publications
and then appear on the official page a while later
http://www.libreoffice.org/get-help/documentation/

So you have to be logged into the machine as the Administrator/SuperUser in order to avoid having
to copy&paste the Extension into the various different users.
Regards from
Tom :)
