Well - we had Breadcrumbs on the libreoffice.org site as well with the
previous design, but they were removed on purpose by Ivan et.al.
People on the list were divided, some liked it, some thought they were
superfluous.

Now that the second level is displayed anyway as seperate menu-bar,
I'm more with those who think it is no longer necessary.

Having breadcrumbs is no problem. The question is whether that would
help at all.
It would add another series of links, with the same labels you already
see multiple times on the screen - and that is much duplication...

I prepared the menu for popup-navigation (i.e. you hover on the
entries and see its children), it's currently disable because lack of
proper css styling.

See other post - there are three link states that can be used for
styling the menu "link" (not active, currently page is not a child)
"section" (currently viewed page is a child) and "current" (the
currently viewed page)

No, I completely disagree - I love the hierarchical structure, and I
dare to say that this is what people working with the site would
expect.
