This is a an assumption, right? :-) I know that the question is
"nitpicking", but why should people "check or assume" that the banner is
clickable? Why should they try? 

The important thing here is, that (in this case) _we_ want them to get
active ... the current need for users to become involved is rather low.
So we have to lower the barriers in "clicking".

And it seemed to me that there have been some misunderstandings
concerning "clickable is button style", "target is tool tip", here is
some breakdown how it usually works from the conscious and sub-conscious
user's point-of-view (utility/usability perspective):
      * Draw attention to the element/banner --> form, color, ...
      * Get interest concerning its content --> text, graphics, ...
      * Visualize that it is "active" (clickable) even _before_ users
        have to spend effort by trying --> text, button layout, ...
        (usability: "affordance" character)
      * Make sure that people want to click and understand where the
        journey goes to --> tell what to expect in the next step and
        what they will gain, directly show URL
      * Provide feedback if the action can be done --> usual mouseover
        effects

The more "critical" the case is, the more of these items need to be
respected. Maybe this is helpful for you to do some evaluation with
regard to the proposals.

This being the case, Bernhard's banner proposal would work well for 
those interested in clicking on the banner.

Again, we have to make sure they are interested. Otherwise we loose
potential contributors / donations. Also tiny amounts help a lot ...
