Exactly. It will be the place where the various teams (native-lang,
marketing, qa, whatever) can build the website.

As to mock-ups, not sure what you're referring to. visually it will
start with the theme that is used on the documentfoundation.org site,
like shown on http://pumbaa.ooodev.org:7780/ (that is already a
silversripe site).

content-wise / structure wise it will be something along the lines of
what is outlined on the drupal-site here:

and includes previous proposals of the layout/architecture.

Not strictly following it of course, at it also includes future stuff,
content that might be available in future, but just doesn't exist yet.
But extending it is no problem of course.

The content of course also depends on the people writing it.

Is that what you're asking for? Or what do you mean when asking for a mockup?
