There was a 3.6.x branch but that is old now.  The next was 4.0.x.

The question is why you think you need 3.8.x?  Is it for stability?
If so then ...

When a branch is new some things don't always work this is around the
3.6.0,  4.0.0,  4.1.0,  4.2.0
and the press (magazines, podcasts and popular media) grabs hold of
that and grumbles about it.  As a branch matures the things that
didn't work usually get fixed.  So by the
3.6.2,  4.0.2,  4.1.2,  4.2.2
Most things usually work.  It's about the same as a "Service Pack 1"
for those people familiar with Microsoft terms.  The press has lost
interest and seldom bothers to update their articles.  Although they
often do report on what MS's SPs do.  Eventually each branch reaches
maturity although we each have a different opinion of when that
generally happens and each branch is slightly different anyway.  I
think we mostly agree that it has happened by the
3.6.4,  4.0.4,  4.1.4,  4.2.4
and this is roughly the equivalent of an Sp2.  Around then is when a
new branch with tons of new features gets released and the new branch
starts again from the x.x.0.  LibreOffice then continues each branch
on until they reach the x.x.6.

LibreOffice develops VERY fast so it's reasonably easy to stick with
an x.x.4-6 and then upgrade to the next y.x.4-6.

It's just that newspapers and magazines find they are more likely to
sell well when they can find problems and criticise so they have to
avoid the x.x.4, x.x.5 and x.x.6s because if they did reviews of those
there would be so little to grumble about.
