Can you reproduce any abnormal download behavior with the
mirrors.supportex.net download, taking it a long time for the IE download
manager popup window to appear?

Spiff, i can't reproduce it, i just tried a download, it started just fine and downloaded at about 16mbps

but.... i can see an AAAA is available for the mirror, and it seems to be unreachable... given your description it really seems you try to reach the mirror over ipv6, it then times out and switches to ipv4..

check how you try to reach it..
