I download financial information from Yahoo Finance.  The download is a
CSV file format.    Athought I am able to open it with MS Excel I am not
able to open it using LO except as a text file.   Any suggestions on how I
can open the file with Calc?

I think that the easiest way is to open up Calc and drag the file into the
window.
