The US Courts have told MS to comply with their ruling of several
years ago to provide software vendors with file format documentation
and other items, but MS keeps refusing.  The fines are petty cash for
MS so they do not feel pressured to comply.  If they did, then there
would not be these problems.  Also, when MS wanted their XML-based
formats to be ISO instead of ODT, they would not provided the needed
documentation to the committee to make the formats and open ISO
standard.  They want software vendors to "drop the ball" so to speak
so MS can say that the user needs to use their products if they wanted to
use these formats properly.

Also, I notice the articles not liking LibreOffice, since it was so much
like OOo and not "worth the effort" to switch to.  But even though
LibreOffice's 3.3 came out before OOo 3.3, did they not get the message
that the LibreOffice developers wanted to fix the legacy code issues
so that their/our product will not have those problems in the future,
like OOo suffers from?  The team did all that under-the-hood work and
still got out a "better product" than Oracle did, according to a few
articles.

So what if the XML issues are still there.  Anyone who is trying to
develop software to support it must reverse engineer that format.
It is a hard job when MS does everything it can to block it being
done.  By the time people do get it done, MS will most likely
change some part of it and make it unusable for anyone but MS Office
users.  They even tried to get the US government to mandate that
MS's XML formats be the official government interdepartmental
communication file formats.  IT was bad for a few months not
being able to get Federal regs to be read by agencies in my area
since they did not have the money to buy the newest MSO back them.
