Apparently he accidentally deleted the page from draft site and then tried to
restore it. If this changes the deleted Page into SiteTree it sounds like a
bug.

Yes, it definitely is a bug  - you should never be able to get "stuck".

Please be as specific as possible on how to reproduce. If possible,
create an account at the staging site
(http://pumbaa.documentfoundation.org:7780/ForumMemberProfile/register)
There you can then mess around as much as you want and try to recreate
the situation without affecting the live site.

I now restored the page, please check.
(however anyone with publisher right should have been able to do the same steps:
* Decline the publication request
* Use "Restore" from the bottom controls
