That are different kind of objects. Presentation objects are bound to 
the master. So changing the master will change the appearance of the 
presentation objects. Graphics are independent of the master.

You use Format > Default Formatting?

You cannot assign an arbitrary style to a presentation object, but you 
can only change the existing style. For to get a entire different style, 
you have to use a new master.

Because you cannot conclude from the appearance of an element what 
element it is. Have a look into the status bar. It has really good 
information about the object you are actually working on. The 
inconsistent you notice might be a difference between different kind of 
objects. On the other side, I'm sure that a UI always can be improved. 
Unfortunately many things in a UI are not absolutely "goog" or "bad", 
but depend on the skill of the user and the fields of use.

3. Often when I click on the Bullets icon it

Not all style features are available for all kind of objects, because 
the objects have different purpose.

And sometimes there is an error in the application. But to investigate 
that, you need to give an example document and a detailed description, 
of what you do, what you expect, and what you really get.
