"Format Paragraph" and "Format Character" are dialogs with tabbed
interfaces. When you say "category" are you referring to the different tabs
in these dialogs or to groupings of controls inside the tabs?
It is difficult to know. All I can do for you, is writing a list of what I call categories: Font, 
Font Effects, Position, Background. This is for  the character dialog. All these items are 
recognized by Voice Over as buttons.
Can anyone with access to a Mac system do this and report back if labels
are actually connected with the corresponding controls?

I will in the evening. I have no  dev tools installed on the machine I am writing from. Of course,  
I'll do it if the accessibility inspector is Voice over accessible... witch remains to be seen...
