Problem description: 

Steps to reproduce:
[1] In Bug Submission Assistant select component WWW.
[2] Select sub component BUGZILLAASSISTANT.
[3] Now you have to select a LibreOffice version and an operating system in
order to go on with the bug description. This does not make sense because in
this context it does not make sense to select these two points. 

Expected behavior:
If the Component WWW is selected it should be possible to describe a bug
without selecting a LO version and an operating system.
