There could also be a page linking to other websites with templates.
For instance, on LibreOfficeTemplates, why not have a link to OOo
Templates (with a note saying they are fully compatible)? In my
humble
opinion, the more standardized documents people see, the more they
will
value LibreOffice.

I agree with this - in the long run a LibreOffice template repository
might be, IMO would be, nice - but in the short term a formal page on
the libreoffice sites(s) that listed a couple of locations would
actually go far to show the advantage of ODF. Of course having an
official URL for templates gives some options for doing neat things
right in the application - even if those neat things might be best added
via an extension - one branded for LibreOffice and not OpenOffice.org
from the start. [could always offer to let that team re-brand one then]

An Extensions repository BTW, should IMO, be quite different and I would
be all for going the opposite direction, meaning the emphasis on day one
is to have a separate official URL for the repository. I am of two minds
when it comes to third party add-on repositories, whether I would
promote such a thing or not, I don't think I would. But as I say, I see
templates differently.
