Sorry, don't understand your question. You did already create a homepage

http://ar.libreoffice.org works - hence you did either create a page
with urlsegment "home", or you did explicitly set one of your pages as
"use as homepage"

If you want
http://ar.libreoffice.org/start/ be the page that users get when
visiting ar.libreoffice.org without a specific URL, check "use as
default homepage for domain..." setting on the behaviour tab (enter
ar.libreoffice.org as domainname
