It seems odd to me that "Next Style" would change the current page.

It doesn't.

I suppose I don't understand what "Next Style" does or how it works.

When the text flows naturally to the next page, that page automatically gets the "Next Style". In your case, the table of contents' first page has TOC page style, but its second (perhaps unfortunately) gets Left Page instead.

Is that referring to the paragraph style or the page style?

The facility works for both, but in your case we are concerned with page styles.
