LibO 3.3.1 ブランチに パッチ（BUG 33898 for hacking purposes ）を適用し
たバイナリ（ただし、en-US 版）であれば、手元にあります。

これも僕も詳しくないんですが、僕はいつも
--with-lang="en ja fr de"
というオプションを指定してビルドしています。これだと(Unix環境の場合は)英
語、日本語、フランス語、ドイツ語のビルドを同時にしてくれます。Windows環
境ではまだ英語版以外は試したことが無いのですが、恐らくこれで出きるのでは
ないでしょうかね。試してみる価値はあると思います。
